this mite be a stupid question, but then again im a bit of a computer 'tard. are all or any external hard drives capable of being hooked up to a router either wired or wirelessly to be used as shared storage across a network?

Yes there are, its sort of a server thing. They come in big sizes, something like a 8tb. I'll try find you a link to one. Just keep in mind they are terribly expensive.

you werent kidding aboutthe price. its a bit over my budget. its only for a small home network of 2 PCs and 2 or 3 laptops. i just wanted to see if there was an easier way of unplugging and moving from computer to computer. its ok with the smaller drives that only have USB connections, but im looking to get 1tb, most of which seem to come with their own power adaptor, which will be a pain to move around. thanks for your help
