Personally, i would do something like this:
ODD: http://www.newegg.com/Product/Produc...82E16827140038 (Out of stock for now though, most of the sata optical drives are outta stock)

Mobo:
http://www.newegg.com/Product/Product.aspx?Item=N82E16813128382
PSU:
http://www.newegg.com/Product/Produc...82E16817189005
Case:
http://www.newegg.com/Product/Produc...82E16811147109
Memory:
http://www.newegg.com/Product/Produc...82E16820220255
HDD:

Just use integrated graphics for now, then later once you have some extra budget go for something like a 4650/4670, the 8400 isnt a whole lot better than the integrated graphics on the motherboard in this list, as it has some pretty good integrated graphics on it.

Dont skimp on a power supply,if it fails, it usually takes out other components alongside it.

Id get a good motherboard, over a cheaper mobo and cheaper gpu. The integrated graphics are actually pretty decent on that gigabyte board(2000 or so in 3dmark06). Case+PSU, read my sig for one, for two, newegg power supplies are junk and off brand. Never use the power supply integrated into a case unless your talking some higher priced antec cases that have antec power supplies(ex- over $100 for the case). That xclio power supply would be able to power anything short of a GTX295 or 4870x2.

You have a gateway from '99 with a DVD Writer and 700w power supply? That doesn't sound right.

thats like a 15gb hdd, the power supply sounds cheap. Unless its an ocz, corsair, bfg, thermaltake, seasonic, fsp, tagan, antec or similar its not worth it. Of those things, the only thing maybe worth it is the optical drive
