Default need a reliable capture card

I am looking for a decent capture device for recording TV programs. It does not need to have a tuner since I will be recording from my digital converter box. Can anyone suggest a reliable and stable device and software?

I think I know what device you're talking about, but I don't think it's quite what I need. Its purpose is primarily to capture video in order to record to DVD. I do not need that ability. Because it's designed for DVD recording, captured video is saved in the DVD format. I am not sure if that is okay or not. I was thinking it would be better if it would save files in either AVI or WMV. I need it in a file format that will be playable in Windows media player.
