Default having all volumes level

i was wondering if there is a way to make this happen... the problem i am facing is that i watch a lot of movies on this computer, and some have very low volumes. i have to turn my speakers up to max to be able to hear the movie, but if a program running in the background happens to make a noise, it is extremely loud. i want to know if there is a program or any possible way of leveling volume out across the entire system, so that one program will put out roughly the same db level as another at any given volume level. thanks in advance

The quickest way to fix it would be to set an ideal volume in volume control, then use whichever media player you're using and turn that volume up (VLC works great for that) rather then system wide volume

Are you running XP or vista? You can change the volume of each individual application in Vista.
