New mobo/processor CD drive isn't working?

I just put a asrock 478 socket and intel pentium 4 cpu in my old computer, and when ever I put in a cd the cd-roms drive light comes on like normal, but nothing comes up on the computer? The software doesn't come up..Is this some kind of driver issue or what?

Do the drives show up in "my computer"? Do you have the jumpers set correctly?

I haven't messed with the jumpers...and no they do not show up, but the cd rom drive worked when I firsted booted the computer and put in the cd with the drivers..

Nope there's no lowerfilter...I tried deleting the driver too and restarting the computer but still nothing. It says it can't find the hardware.
