Smile Pana Toughbook CF-28 with issues

Hello new friends

I have purchased a used Panasonic CF-28 from my local FD with XP operating system. It has some issues I need to correct.

Before I continue I want to make it clear that I'm not one of those types that buys stuff on ebay then goes online to get free help bringing junk to life at the expense of others time and expertise. I pay for results but in the last 48 hours I have spent 60 bucks for numerous registry scanners and haven't got diddly for my money. BUMMER!!

Now on to my problem...

When I attempt to open "Command Prompt" I get the following error.....

"The application failed to initialize properly (0xc0000005). Click on OK to terminate the application."

This occurs when I go to RUN and type "cmd" & when I go to accessories and click "Command Prompt"

Thanks in advance for any advice!
