device wont stop

after i have finished wiv my HD and u try and stop it it wont let me saying device cant be stopped right now and to try agian l8r. everything is closed that uses it what is the problem.

I am guessing it's an external storage solution. You should try and close eberything that you have used to access files on it. Also make sure that you make use of the feature in Windows which allows you to safely remove a device from the system in the taskbar.
