Default booting off external hard drive

can windows boot off an external hard drive or does it have to be internal, i say this because i need a new hard drive and it seemed like getting a low-cap internal would work if i could use it to boot, my other alternative that i really dont want to do because its a bit expensive, is to get a PCI to SATA adapter and another internal drive. Anyone know if they make complete IDE drives anymore?
