Default Reformating problems

I'm trying to reformat my dell demesion 4550 (i know it's old) When I set the pc to boot from cd-rom only I get a message saying "Press F1 to try again, Press F2 for setup" and it just wont boot from the cd. If I set it to boot cd-rom first and then hard drive, it just skips over the cd-rom boot, and boots normally. I've tried 2 different cd's so I dont think it's the cd and my cd-rom was working fine last I checked. Any ideas on what i could do?
