Default DVD menu maker

Does anyone know of a good DVD menu maker? I rarely make menus, but I had some ideas I really wanted to do but TMPGEnc Authoring Works is WAAAAY too restrictive. You're pretty much limited to templates and that's all...

Basically, I'm doing a wedding video for my cousin. I'd like to create a three page menu. On the first page I was going to have a link to the main ceremony (and maybe a little video collage). The next page would be the dances (3 videos) and them cutting the cake. The last page would show the 3 speeches. I'm not trying to do anything super-fancy, plain thumbnails are fine, basic background, maybe some music playing...

What I have now will do this, but I can't control what items are on which page. I MUST pick how many chapters are on each page and work from there. I can't have different numbers on different pages, and it doesn't allow me to simply copy and paste them to other pages. For a program that does so well encoding and such, it really sucks for creating custom menus...

I used Autoplay Menu Builder for many years, for my custom boot and Windows menu CDs
But this is a pay for program, not sure if you want free or not. I couldn't find a good free one at the time

By the way, many Internet Securities and even MS is stopping the Autoplay of CDs and USB drives (to avoid malware)
You may want to take this into account as some computers may not even autoplay

I should clearify, I want to make a video DVD menu. As in (primarily) for DVD players.

Do you have a writing program installed like this? I only use ImgBurn free burner software now, I ended up uninstalling the bothersome Nero, and then running the Nero Removal Tool

Have you tried the Super dvd creator. My friend has it, and I do remember him creating DVD menus with custom background picture and sound.

Edit: Its not free, but u can use the trial version, if u need it for few occasions only. I dont know whether it add watermarks in the final build in trial version. Check urself.

I Use nero for this...great utility imo

I think Nero will do what I want. I have it loaded on a VM now but the preview's all scrambled. I'll stick it on my old desktop and give it a shot. Thanks

(I haven't used Nero since version 5 )
