Well yes and no.
They could check the log on who last logged in and edited the document
But they wouldn't know which user added the previous text (ie the last user could have edited the entire document)
It works and is a loophole

If you used a Shared Excel Worksheet, you could see who edited what, and when.

Not sure about Public Word documents.

It depends on if you are tracking meta data or not. You can look at the history of a file and if it logs what user modifies (since the creator is the owner) the file then yes, they can.

They can also view back ups of it before it was modified and track it that way. However, I don't think it could be 100% accurate.
