Default Core temp 0.99.5 correct temps?

I am using core temp and speedfan to see how hot my CPU is and to determine how much I can overclock it. It is an amd phenom II x3 720.

The temperature for both is saying the same thing. Idle at 22-23 degrees C. Under stress it is at 28-29 degrees C. These temps seem pretty low since it is around 18C in my room right now. Even when it is around 28-32C in my room it stays around 24-32C. Never seen it above 32. Is that right or is there something wrong with the program? thanks.
