Default Continued from "Need Major Help"- Malwarebytes and Hijackthis Logs

My probem is that I bought this computer used from an individual. It is an HP Pavillion a6300f. I am certain it came with this problem because as soon as I connected internet it was apparent. It redirects me anytime I try to search for security programs, or even computer forums (like this one lol). Sometimes it allows me to put in the address in the address bar.

By having a friend email "sneaky" links (like to AVG's Contact page, rather than the main one) I downloaded and ran AVG, Norton, Windows Defender (had that one already) and Malwarebytes. None of them fixed it. Here are the logs:

Please download HOSTS.ZIP

Please note there are special instructions for Vista: SEE HERE

Unzip it
Run it (also note special instructions page)
Then restart

After restart, download free Avira; update it, and run a full scan

Edit:
I've changed my mind
Before downloading free Avira
Download Combofix and run a scan: http://www.forospyware.com/sUBs/ComboFix.exe

You have "Parental Controls" installed !!
You need to uninstall it. Note you will likely need the "Parental Controls" password that someone created when they installed it !

No, there are no Parental Controls on. When I click the link, a new window opens, but then I see the "Internet Explorer cannot display this page". This is what happens when I try to visit any security site.

wpclsp.dll is part of Windows Parental Control

Note you cannot just remove the entry in HJT, you must uninstall it

More info: http://www.cvc.net/hp/setting_parental_controls.html

Oops. Just saw your link.

I'm sorry, I don't understand the instructions. My windows don't look like that. It says from desktop, go to My Computer...I don't have that. I know how to get in Control Panel but I don't see Internet Options.

Ok, I think I just did it. So basically allow sex, nudity and gratuitous violence to be shown?

It's still not allowing me to go to that link. I really think it's part of the virus/horse/whatever. I get the same message when I try to go to eBay, or AVG, or a lot of sites.
