Default Weird problem with CPU-Z?

Ok so my brothers rig is running Win7 with the same mobo/processor in my sig.
He also has an Arctic Cooler.
So I installed CPU-z and Core Temp on his computer, his clock speed is set to default (2.6ghz), both CPU-Z and Core Temp say that it's at 2600MHz at first, but after the two programs have been online for more than three minutes, it then says that his clock speed is set to 1300MHz. So I go into Bios and I check the system information. It says his clock speed is at 2600Mhz like it should be.

Now I have the SAME programs on my rig, and they both say my exact clock rate and everything works fine for me.

What's wrong?
