Default two USB audio devices

I'm having some problems with my older PC and I'm hoping that someone might have some ideas. What I'm trying to do is use two usb audio devices. One is a plantronics GameCom Pro1 usb headset and the other is a usb Logitech desktop speakers. What I did was I plugged in the headset and let Windows auto install the drivers. Then I plugged in the speakers and again Windows auto installed the drivers. I'm not trying to have sound come out of both devices at the same time or anything crazy like that. All I want to do is use the headset sometimes and the speakers sometimes. I just like the convenience of USB devices. The problem that I am experience is that when I shut down the PC it gets to the screen that says it is now safe to turn of you computer. At this time I press the power button and turn off the computer. I then get this horrible screechy noise over the headset. I ended up restarting the PC and unplugging the speakers. I then tried turning off the PC again and got the same problem. I then restarted the PC, changed USB ports and shut it down again. This time the noise went away. I then figured that maybe it was just a bad USB port. I then started the PC up again, plugged the speakers back in, turned off the PC and got the same noise again. I then turned the PC back on again, unplugged the speakers, turned off the PC and got the same noise again. I then again started up the PC, changed USB ports, turned off the PC and the noise went away again.

I am running Windows XP Home Edition, Service Pack 3
MSI Main Board, VIA KT400A Chipset, KT4AV
AMD Athlon XP 2000+, 1.67GHz, 1GB RAM

All windows updates have been downloaded and installed.

I know that this might seem extremely confusing but I'm really hoping that someone might have an idea on what to do as this is driving me crazy!
