Default Corsair xsm 3cl?

Well I just bought some new ram and N.E. says this ram has a cl of 2. I just looked on cupid and it said that it was running at a cl of 3. Why would that be? My old ram ran at 2.5 and that was pretty cheap ram.

Also if it is true that dual 512 runs faster than dual gigs in dual channel would it be better for me to run my 512 sticks in dual channel and then put the two gig sticks in the other two slots and have 3 gigs? Or would it be better to just run the two gig sticks in dual?

newram= 3,3,3,8
oldram= 2.5,3,3,8
??
