help with computer building

hello all im new to the forums. I want to build a computer for gaming but havent done so in about 4 years and am not up to date with everything.

I have roughly 3k to spend on the entire build and below is what i would like to get from it.

Basically i wanna play any game with no problem.
I have seen a dual screen set up where this guy was watching transformers 2 and playing a game at the same time. That is what i really wanna do but without any lag.

I have no idea where to start really. any help is appreciated alot. If i posted in wrong spot im sorry everyone.
