Dont skimp on a power supply,if it fails, it usually takes out other components alongside it.
New? Dont forget to read the rules. Heatware

You budget not enough for core i5.
So AMD AM3 would be the best within your budget.
Regarding CPU, I personally would get PhenomII x 3 720 for the budget, but it is not quad core.
Then, if you want higher end quad core, I would go for Phenom II x4 955, but it is slightly over budget.

Yeah, the Phenom II 720 is a great cpu. and if you dont want to spend the full amount on a 955 just pick up a PII 945 95W edition.
