Default PCI-E Card Not Working

My Nvidia PCI-E Card is not working, but the onboard VGA does. It's a brand new card, I've tried switching mobos already and that didn't work. Any suggestions. Also, I went into the BIOS and set the primary video adapter to pci-e, still nothing. All the appropriate drivers are installed and it shows it as working is windows.
