Default Problem with Desktop PC

I bought a custom built computer from craigslist not too long ago. It needed a hard drive, RAM, & PSU. I have installed all three items.

All the PCI and AGP slots are empty and I have a CRT monitor and a keyboard plugged in to the mobo. The mobo has a green light "on" when the psu is turn on and when I turn the computer on nothing shows up on the monitor. I took the battery out of the mobo to reset it and still nothing will show up on the monitor.

Also, when the computer is on, I have to hold the power button for it to turn off.

any help is appreciated.
