Default vga to tv problem

i have tried everything....reinstal drivers for graphics card...display and even flashed bios! lol i can not hook up my comp to any of my tvs through vga. svideo yes. now what it will o is send a signal to my samsung 32" but its flashing. the pic of the desktop will flash on the screen for a sec here and there and go away and comeback.. its diff sizes. but it doesnt ever stay still. other 2 tvs it doesnt even show anything. this comp is running xp graphics is radeon xpress200m (its old, my parents comp im working on for them) so any suggestions would be great cause ive tried everything that i can think of
