Question Overclocking with my cpu

Ok guys first off im ill knowledge when it comes to overclocking i dont know hardly anything about it except what it does. And i think you can overclock as long as you can keep a good cpu temp? not sure so any help is appreciated.

Now that PSU (at least i think overclocking has a big part around your psu and how much watts it can pull) is 700 watts and ive heard the phenom II x2 550 is great for overclocking and known to oc to 3.4 with a 500w psu easy. So what do you think are my oc'ing capability's with this?
