Default Batch file "if not" help?

Hello all. I just spent a good 30 minutes searching the archives for an answer to my problem to no avail, so here goes.

I have Windows XP and whenever I use the "if not" command, it always comes up true, when it shouldn't.

Ex., if not "%var1%"=="" set var2=finished. Var1 will be empty but var2 will get set anyway. Yes, I'm new at this, lol.

I've tried many different approaches but can't seem to get it to work, any advice? Thanks.
