Default RAM underclocked

According to CPU-Z, my RAM is currently running at 666 MHz 9-9-9-24 when it should be (I think) 800 MHz 8-8-8-24. I tried setting the RAM voltage in the BIOS at 1.6v, but that didn't change anything. What do I do to get it running full speed? Thanks for the help.
