Default Reformatting windows 2000/ME

The computer i am trying to reformat/restore is a windows ME, everytime i try to restore it says "System restore cannot run until you restart the computer. Please restart the computer, and then run System Restore again" I have tried multiple times to restart the pc and run it again but it still says the same message. So if you could help me without having to go into safe mode then i would be very greatful, if not then tell me how to get into safe mode because i have tried but it wont work.

It's probably the kind of disk that you boot to and then it reloads your computer from there. Confirm your boot order is set to the optical drive first and see if that helps

Perhaps the service is not running. I'm not familiar with Windows ME but see if you can run MSCONFIG and enable all the services.
