Default tv-tuner help

I am currently residing at a university where a "basic" channel line-up, provided by Comcast, is covered by room-and-board costs. This channel line up has hundreds of channels, including several HD channels (ESPN HD, TNT HD, TBS HD, etc.). So it sounds to me like these are not your free "over-the-air" channels. All of these channels can be viewed by students by simply connecting the cable to a tv.

Now, would I get all of these channels with a tv-tuner for my PC? Take, for example, this one:

From the description, it sounds like it would. But, I'm not sure, which is why I'm asking. If I would get all these channels, what is the specification that allows me to view all these channels (I may want to buy a cheaper one)?

Standard Analog stations should work with an NTSC, and HD/digital channels should work if it has an ATSC tuner with QAM.

- Soooo.... anything with the NTSC, ATSC and QAM will get me all those channels?
