Default Split up frames in video?

Does anyone know where i could get some software to edit video and split up each frame so i could edit video frame by frame?

I use premiere. I would think Windows Movie Maker would allow you to do this as well, unless it's a format you can't import. If that's the case, file converters aren't too hard to fine.

Premiere would work fine for sure. I've not used Windows Movie Maker recently, but I think you can input AVI's and should be able to export still images.
