I don't know what is the deal but I always assumed that my graphics card was operating within acceptable FPS ranges until I did a benchmark test and saw that I was getting about half the fps compared to average users. It's an authentic ATI Radeon and I'm completely at a loss. Like with CS:S/Halflife 2 with medium settings and no AA/AF I average about 20-25 fps.

The 2.0GHz 2600+ isn't the fastest in the world, but i wouldn't think it was the main problem. I'd say your graphics settings in windows are jsut not right. in game it might be "medium" settings, but for Windows it might be full blast. To edit these i'd say download different drivers.
I know everyone always says use LATEST drivers, but for me when i find a driver i like i stick with it. Switching to the newest ones sometimes makes things worse :-\

i would guess its that processor trying to run games like hl2. my friend has and nvidia equivalent to your ati, a 3000+ athlon 64, and 1.5 gb ram, but runs bf2 on all low settings at about 25-30 running around

I had that exact same setup (2600, 1024 RAM, 9800PRo AIW..) and i ran hl2 fine. I can vouch that it is not lack of cpu power. There has to be a setting that is not correct somewhere.

Hey thanks for all your responses. On the Windows level its running at default; balanced settings. In-game I run the res at 1280X960@85 Ref.Rate but even if I turn the resolution down it doesn't improve the fps. One thing I discovered however is that my power supply is only 250watts. Could that be affecting the performance? I thought if my power supply was inefficient it would simply cease to function.

Right, for the basic Radeon 9800's ATI recommends that there be a 300 watt PSU, you have a fairly high end 9800 (pro) so i would say at least a 350watt PSu is needed.
