Default Power Down

My friend is running windows xp home. When he shuts down, it shuts down and says "It Is Now Safe To Turn Off Your Computer". It never did this before. How can he disable this?

it used to shut down by itself until he brought it to a computer repair shop. the only thing the guy did was remove spyware. by the way, like i said, it is 2 years old.
