The thing is, why would anyone want to develop a system to track cold things. The military uses infared to identify enemy missiles, aircraft, etc. There is absolutely no reason to even have something exist which can track cold things since, well, there really isn't any (military or self defense speaking) threat from cold things. Missiles flying through the air generate heat from their engines, which propel them. It would most likely be impossible to make a "cold" missile since the only (logical) way to create thrust to propel the missile would be a series of explosions from the engine.

In the case of aircraft, the moving parts in the engines which, as already stated, creates heat since there is moving parts which generate friction. To create a "heatless" plane is virtually impossible since to make an engine, you need moving parts and gears to spin the turbine, thus creating air resistance, which propels the plane forward. Without those moving parts there is no air resistance, which means that to create a plane without a motor is like saying that you want to make a computer without a processor. Impossible.
