Well as with most Hardware, they can be very good in their own rights but you realy have to judge them according to what you want to do with it!
I.e For some users who just want to hear a 'DING' when new email arives, then an intergrated/on-board sound card is perfectly fine. However if you are doing Audio editing and need RCA out's & in's then another style is usualy needed. So basicly, what will your main use/needs be? then we could sugest something.

if you are gonna get audigy 2+ then you need to invest in some 5.1-7.1 speakers.

the card he has can go up to 7.1, it looks pretty good to me. i was considering getting the same one. its only $35 at robotnik.com
