Default Samsung monitor problems?

I currently have a Samsung 223BW 21.6" LCD monitor which I have had for about 2 and a half to 3 years now. A few weeks ago I noticed when I turned my monitor on that the screen flickered very quickly for a few seconds, and then it went back to normal afterwards. The problem seems to be getting worse and worse however, and now the screen is still flickering very quickly for 20+ seconds. Once the monitor gets going it works fine without any issues, it's only when I first turn the monitor on in the morning.
If I turn the monitor off now, and switch it back on, it works fine. It's as if the monitor needs to warm up or something (it's the middle of winter here).
It's not an issue with the video card; I've tried turning the monitor on without the cable in and it still flickers on the no input screen.

Does anyone know what the problem is [and how to fix it], and is my monitor on it's way out?

Should I be looking to purchase a new monitor? If so, what brands/models are the best these days? (I don't want one with in-built speakers. I have my own speakers I don't need some shitty $5 speakers built in to the monitor.)
