Connection Problem

I am on Road Runner and am connected to two routers, one for a wireless network and one for the phone line (VoIP). Usually my internet is without a problem, but sometimes when I try to open a webpage a screen pops up that says that I have to connect to the internet, even though I am on RR through a RJ45. I click connect and sometimes it goes away but sometimes a connection manager pops up that dials MSN Explorer, and it obviously can't connect because my modem is not connected. How can I get rid of this and make the default connection Road Runner?
