Default Playing a VHS onto an Interactive Whiteboard

I want to play some VHS tapes from a Video Recorder through my PC, so that I can view them on an Interactive Whiteboard. Can anyone give me some advice on what Hardware and Software I will need to be able to do this?

a grafics card with a video in should be enough

I suspect that if I get some sort of PC/TV card, that should work as the PC should receive the same signal type from a VHS as it would from a TV aerial. The interactive whiteboard would just be an oversized monitor!!
