Exclamation XP install issue

I am attempting to upgrade my old PC with a 80gb HD from a 20gb. I am unable to get into the BIOS to change the boot order of disks from the HD to the CD. (have no clue why) I have created a boot disk but cannot get to the CD Drive directory to install XP. I need to install a clean copy of XP on the new HD but I don't know how to without getting into BIOS. Any suggestions?
