How can i tell my fan is working it's smells like it's burn

the Fan you think is broke?

Edit: but for a burning smell, id rather check the PSU

First my computer's fan hasn't been on plus it get's hot like problably in like 15 minutes. It gets really hot then i turn it off cause i think it could be bad rigth... anyways i think fan could be burned or something it smells like it was brand new.
i really need some help ;(

Which fan hasn't been running? Does the ambient temp. in the case get hot, the CPU get hot or the PSU after 15 minutes? Can you specify what smells burned?
