The InstallShield Engine (iKernel.exe) could not be launched.

So im trying to install some software for my MP3 player but every time it starts the installation i get this error -

"The InstallShield Engine (iKernel.exe) could not be launched.

The RPC server is unavailable."

I've googled it and got some ideas about Dcom service being turned off so i did service.msc and it wasnt there so now im totally stumped, any ideas? thank you!
