I was wondering if there is any way i could make it so that another person using my computer would not be able to close a program i have running in the tray, possibly another program or even altering the registry? Also i was wondering if there was a way to restrict installation of programs? I run on NT so i dont use different users, but rather one common user (admin.)

So you have many people with administrative access that you want to restrict? Why not provide them with limited accounts instead?

Yes, this sounds like something only different user accounts would fix. If you are on one account and only want to stop certain people from closing your programs...how will the computer distinguish between you and "them"? You could lock the computer, but then they couldn't use it at all.
