You mean iexplore.exe? Then it's Internet Explorer.

not to be confused with "explorer.exe" gererally known as your desktop. ending that will take away your taskbar and icons.

when my computer load up... i get this 2 pop up sayin working offline and there is 2 button: stay offline or try again but they are frozen so I alt+ctrl+del it and its work fine.. then i double click the internet icon and there is some search pop up(i guess) but i cant click the close button so i alt+ctrl+del again and del Iexplore from the list

It seems that you have some spyware. Run Spybot.
