Default PSU, two rails?

How exactly do having 2 12V+ rails work? Obvoisly it means there are 2 rails, but do have the conenctors that work on 12 work on one rail and the other half work on the other? Or what?

+12V1@18A, +12V2@16A,

How good would that be? I also have a fan and some lights pluged in(lighs that came with the case, lots of them though) and I'm getting three more fans, I have 2 harddrives, and two CD rom drives. I hardly ever use the second harddrive and can unplug it, same with the second CD-rom drive. I'll prabally get a HD fan also, and two cold colthode lights, the two cold cathode lights prabally wont plug into the power supply though.

Right nwo I have a really crappy PSU, 30on the 5v and 18on the single 12, so its going to be a inprovment obvoisly, but I dont have everything pluged in right now, and I plan on getting the three extra fans and all off that.

Basically how decent is it? If I get it i'm going to be tretching my money out a bit.
