If I'm using WinXP (non 64 bit) on a 64bit processor it's not using most of the cpu's functions, right?

shall I get Sempron or Athlon?

is the 'CPU AMD SEMPRON 3100+' better than mine?

Also how do I put it onto my mobo, is it like a card that clips on?
