I know Sony has a "Disc2Phone" software, and all you do is basically transfer from your PC to your phone. But it requires a Sony phone and it has to be able to accept a memory card (mine doesn't, too cheap lol)

What brand phone do you have? I'm pretty sure there should be a walkthrough on how to do it on that brand's site.

Does your phone have to be in a certain mode? Maybe enable the desktop connection in settings somewhere?
