1. %windir%\System32\Shutdown.exe -s -t 0
2. Put them in the registry at HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\Curr entVersion\Run
3. Don't do that.

Because you wont know how to take it back off again will you, if you make the machine restart every time it boots how are you going to fix it
Unless you know how to enter reg data through a dos startup disk, which i doubt, since by your own admission your not too confident at these things.

You could probably do it through safe mode - if you can find it

I have installed a USB 2.0 PCI card and now my computer won't shut down. When I click the shut down button my computer starts the sequence but it just restarts... What can I do?

If you want a fun and harmless joke to play on your friend do this. This is an idea I got off online somewhere awhile back and sadly cannot take credit.

1. Take screenshot of your friends desktop.
2. Move and then hide task bar on the top of the screen.
3. set screenshot taken from step (1) as desktop wallpaper.

It will appear as though his machine froze completely solid.
