Default Dont make fun of me need help loading OS on Toshiba 225CDS

Ok I got this lap top for free from a friend and wanted to start fresh on it. So I formatted drive C: thinking that I could boot up from the cd rom and load up a fresh copy of windows xp or windows 98 se. But niether disc will work. It just says "invalid system disk, replace the disk, and press any key". Now I had a pc servicing class in high school which was a few years back but I can't seem to figure this one out. I can't get into the systems bios either to make sure the boot sequence starts with the cd rom. Either I don't know what key to push or you just can't get to it. Thanks for the help guys, Kevin.
