Can I overclock my laptop (thinkpad r31) safely, or will it explode or something?

you cant overclock a laptop thats made by IBM.

oem manufacturers hack out there bios' so as to prevent overclocking. Which would raise warrenty issues

no it won't explode, but as they said you can't oc it. Even if you can it won't go far at all due to cooling problems.
