Default Dell inspiron 8200 motherboard issues

I have two dell inspiron 8200s. One died. It started locking up on the windows xp home startup screen while the green bar moves across. The HD died finally. I replaced the HD and it locks up in the same place. I replaced the memory, video card, keyboard, and cpu from the good computer. It still locks up in the same place. Is this a motherboard issue? It is the only thing left to replace. I am debating if it is worth the price to replace it. Please help!

when you switch the pc on keep tapping the f8 button and you will be presented with a options screen choose the safe mode option then hit enter.see if the pc boots then and let us know.

it freezes in safe mode also.
