Default 1st time buliding a comp! need help. plz read

Sup guys. As you can tell im new here. Im in need of a new computer setup and i REALLY need your help so please help me out a bit since i dont know a whole lot.

"Current setup" I am currently using a 5-6 year old compaq. It is very slow and i cant do much with it.

It an AMD Duron 700 mhz
-ram is 64
-graphics card NVIDIA Vanta LT (whatever that is)
-sound card is Soundmax intergrated digital audio ( i think)
-20 gig of hard drive space

stock speakers
stock keyboard
new mouse
the monitor is a 15 inch crt. Its a Compaq MV540 ( the one i got)

My Plan
Im thinking of keeping the everything except the PC itself
and spending all the money for the PC instead of buying new speakers keyboards mouse etc and having a smaller budget for the PC. Once i build the PC I will then slowly upgrade the speakers keyboard mouse and monitor.

what the computer will be used for
-First i should let u know that this is NOT GAMING PC- i know this will save me alot of $$$ but im not into games.. my PS2 is good enough for me.

- What I need is enough storage for lots of VIDs (no not porn lol), audio files (ipods) and other junk.

I watch alot of vids and download music alot for my ipods.

I would love to finally have photoshop 7.0 and better ADOBE programs.

I plan on starting some video editing. I will get a camcorder soon and do some editing.. (mainly paintball vids and stuff.)

I will also watch a lot of dvds. (which is why im gonna save money for a 23" instead of getting a 17-19 now.

Also, im thinking of getting windows media center so i can download some tv shows if i want and also i have alot songs and vids. There is no other tvs in my room. so i can watch tv with this too. What do you think?

ONE MORE THING:
Heat is a problem in my room. So the less the better. I mean its not something huge, but obviously if there is something i can do about this, then i will def. pay to cool down the pc.

K here is what i think:

[b] Budget: I am ready to drop $$750-1000 for this pc but i really dont want to pay for something that i will not need.

CPU: Im thinking of a nice cpu between 250-450 (u think i can get one for that much?

Motherboard: Under 100-125 (dont know much about this)

RAM: Preferably a 1GB.

Video Card: Since this is not a hardcore gaming pc, i dont need the best card, but i still need a decent card cas i might play some games once in a while. also alot of photoshoping and maybe video editing.

Hard Drive: I need something big enough to download alot of files (audio and vid)

Optical Drive: what the hell is this lol

Power Supply: dont know anyhting here

Case: want something stylish, and the more soundproof the better

Sorry if some things dont make sense. Im new to pc's so PLEASE bear with me

thanks for the qucik reply.
Well the video editing is something that ive always wanted to do but i couldnt with my current setup. Its nothing hardcore, im just gonna start. I have never done it b4. I might think about a 2gb depending on how much the other things will cost.

And that budget is for the PC only .. im keeping the rest until i save some money.
