Okay, so with my other computer it kept restarting before windows would open so I inserted my windows disk to reformat the whole hard drive and it wouldnt let me and just kept saying my hard drive isnt found. Now its stopped doing that but everytime i go to reformat the drive a blue screen comes up telling me to restart the computer and delete the drivers that are causing this. But I cant get onto windows to do it because it restarts before windows opens, even if i open in safe mode. What can i do? Is there anyway i can delete everything off the drive without opening windows?

Have you tried putting the hd in you new computer to see if that the problem? Because theres a chance it could be the hd but theres an even bigger chance that its not.
