Well your PSU is buzzing so I dont think its the PSU... Make sure you did the following:
Placed motherboard standoffs Put same number of screws as standoffs Plugged in 20 or 24 pin ATX power to mobo Plugged in 4 pin power conector to mobo Plugged in molex to fans Plugged in hard drive molex or sata power Plugged in case fornt panel buttons to mobo Since you dont hear any fans or anything, those are things to start with.
