Default Bootable restore CD

My daughter's custom made PC came with WinME and a restore CD. I think the HDD has now packed up. Do restore CD's rely on a mirror image on the HDD to work, or can I fit a new HDD and then pop in the CD to reinstall?
Thanks in anticipation.

Are you trying to install WinME onto a new HDD from the disc that you already have?

i believe he's asking if you get a new hard drive if you can use the restore cd with it.

Most Restore CD's use files that are stored on a seperate partition on your current hard drive, and these are the files that the restore CD uses. Although since you got your custom made, it might just be a windows XP OEM cd, what happens when you put it in your computer when your in windows? is there a blue screen that has the option to install windows?

Thanks for your reply. Although somewhat new to PC hardware that confirms what I suspected. Unfortunately I think the HDD is dead (PC won't boot up, no sounds from HDD) so it seems I will need to get an OS disc as well as a new HDD (although I am aware there may be other problems causing the failure and am working through the forums to troubleshoot properly).

Where did the computer come from? my family got one from cyberpowersystems, and we could use the restore cd on different computers. I would buy the hard drive first, then try the restore cd, and if it doesnt work, then i would buy one. That way you dont waste $100 if you dont need to.

PC was made by someone I used to work with, but it's early days yet. I haven't even browsed the CD or tried the HDD as slave in another PC yet.
I'll report back the end results.
Thanks.

Well it's not the HDD. I opened up the case, blew out the (copious) amounts of dust, checked the connections and reassembled.
Then it was totally dead - nothing - no POST, just a cursor.
Opened up again, repeated cleaning and checked connections, then it all worked fine again - boots up properly, runs normally.
